HRM's Strengths

To ensure your success in acquiring right of way in a prompt manner, HRM’s major strengths are personable and knowledgeable personnel and attentiveness to the client. Also, where applicable, HRM will facilitate the ROW acquisition process as established by the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended and Senate Bill 18, The State of Texas Landowner’s Bill of Rights enacted by the 82nd Legislature effective September 1, 2011. HRM conducts fair negotiations and its staff attends on-going educational right of way negotiation courses to ensure the latest laws and techniques are in practice.

Rene Moulinet Jr.

President Production Manager

Rene Moulinet, Jr., has 20+ years of Right-of-Way industry experience. He brings 24+ years of Project Management skills in Facility Design from Dell Corporation & Enron Property Services. Rene also has over 25 years of valuable team collaboration experience, Project Development and Marketing skills. Rene collaborates with all project team members to report the most recent and accurate information to our clients. He has proven instrumental in providing pertinent information, including timelines, document/quality controls and deadlines for ROW projects. Rene is team oriented and is focused on providing seamless support and communication to our clients. He is bilingual, fluent in English and Spanish.

Mark Bunde

Sr. Acquisition Agent

Mark Bunde has 14+ years of a unique range of real estate experience. His experiences have included Property management lease negotiations, extensive property mortgage services, title and research, researching strategic locations of sites and special-purpose real estate. He was instrumental in the success of the City of San Marcos- Blanco Riverine Flood Mitigation Project, Alliance Regional Water Authority- Phase 2B Water Pipeline project, City of Waco- China Spring/ FM 1637 Utility Relocation Projects and the City of Seguin/U.S. Army Corp. of Engineers Walnut Branch Ecosystem Restoration Project. He is a graduate of the Texas Real Estate Institute, is a licensed Texas Real Estate Broker, a member of the Austin Board of Realtors, the Texas Association of Realtors, the National Association of Realtors, and the IRWA.

John Land

Title/ Acquisition Agent

John Land has over 26 years in certifying and researching land title as well as surface and mineral title. He has worked as a right of way agent and Title Manager across the US. He has been instrumental in both title and negotiations for HRM on numerous projects that include, Yancy Water Supply, Cibolo Valley Local Government Corp., Mooreville Water Supply, City of Bertram Water Rights, City of Woodway as well as title for Oil & Gas, Mineral, Telecommunications. He has a Business Major from the Univ. of Houston and was a Corporal/E-4 U.S. Marine Corps, Honorably Discharged. Current and past Industry Memberships include the SEG, AAPG, Geophysical Societies of Houston, Dallas, Oklahoma City, Tulsa, Lafayette, Midland, and Alaska. Current member of the Texas Real Estate Commission and Alaska Industry Alliance.

Patric Rehmet, J. D.

Sr. Acquisition Agent/ Title Attorney

Pat Rehmet has 35+ years of legal experience in real property and municipal law, including 13 years as a Senior Assistant City Attorney for the City of Austin, where he represented the Airport System, the City’s Real Estate Services Division and the Public Works Construction Division. He served on the team that acquired Bergstrom Air Force Base and assisted with converting the active military installation Base into Austin’s new municipal airport (“ABIA”). He also practiced in the Litigation Section to acquire right of way for the improvement of U.S. Highways 290 West, 183 North, and 71 East, along with supervising the acquisition of real property and various easements for the City of Austin. He is a member of the State Bar of Texas.
