HRM's Strengths

To ensure your success in acquiring right of way in a prompt manner, HRM’s major strengths are personable and knowledgeable personnel and attentiveness to the client. Also, where applicable, HRM will facilitate the ROW acquisition process as established by the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended and Senate Bill 18, The State of Texas Landowner’s Bill of Rights enacted by the 82nd Legislature effective September 1, 2011. HRM conducts fair negotiations and its staff attends on-going educational right of way negotiation courses to ensure the latest laws and techniques are in practice.

H. Rene Moulinet, Sr.

Founding Member

H. Rene Moulinet, Sr., has 40+ years of experience as a Land Acquisition Professional from the mining, geothermal, international, transportation, utility, and telecommunication industries. His career began as a Field Engineer/International Landman for Noranda Mines Ltd., evolving into a Regional Land Manager/Senior Staff Landman for UNOCAL Energy Resources. He is bilingual, fluent in Spanish. He is also an active member of the International Right of Way Association (IRWA), the American Association of Professional Landmen, the Austin-San Antonio Corridor Council, the Texas Municipal League, and the Texas Rural Water Association. He holds a Texas Real Estate license.
